I have a Buyer for the REBCO immediately.
The Buyer needs FOB offer.
I changed the discount to USD 2.30 / Net: 1.90 to Buyer.
REBCO as per below:

100,000 MT or more per month
for 12 months
FOB Baltic Sea
Gross: USD 2.30
Minimum Net to Buyer: USD 1.90 per barrel
Payment: DLC per monthly shipment
POP documents given after signing contract.

IMPORTANT NOTE:
1) PRICE: SHOULD BE URALS FOB NOVO BECAUSE THE BUYER IS COLLECTING THEM IN NOVO AND NOT IN ITALY.
2) DLC SHOULD BE FOR MONTHLY SHIPMENT. THE BUYER WILL NOT ISSUE 2 MONTHS FACE VALUE DLC.
3) STAND BY LC NOT WORKABLE.
4) POP DOCUMENTS MUST BE GIVEN AFTER SIGNING CONTRACT.
